CARROLL COUNTY, Ga. — Carroll County Schools has announced key leadership changes within the district, appointing a new director to oversee personnel operations while placing a veteran educator into a leadership role at one of its largest high schools.

District officials confirmed that Heather Elliott has been named the new Director of Human Resources for Carroll County Schools, a position responsible for overseeing staffing, recruitment, personnel management and employee relations across the school system.

At the same time, Sam Robison will transition into a dual leadership role as Assistant Principal and Athletic Director at Villa Rica High School, taking on responsibilities that combine academic administration with oversight of the school’s athletic programs.

Leadership shift in human resources

As Director of Human Resources, Elliott will help manage personnel policies and support hiring efforts for teachers, administrators and support staff across the Carroll County School System. The position plays a key role in maintaining staffing levels, coordinating professional development and ensuring compliance with state education regulations.

Human resources departments in school systems also oversee certification requirements, employee benefits and disciplinary procedures, making the role central to daily operations across the district.

Elliott’s appointment comes as districts across Georgia continue to focus on educator recruitment and retention, a priority for many public school systems navigating staffing demands.

New administrative role at Villa Rica High

Robison’s move to Villa Rica High School places him in a leadership position at one of the district’s major high schools, where he will serve both as Assistant Principal and Athletic Director.

In the dual role, Robison will assist with school administration duties — including student discipline, academic oversight and campus operations — while also directing the school’s athletic programs. Athletic directors coordinate sports schedules, manage coaching staffs and ensure compliance with Georgia High School Association regulations.

Villa Rica High School fields teams in numerous GHSA sports and regularly hosts athletic competitions that draw students, families and community members from across the region.
